In Magic the Gathering, when you destroy a creature type can you regenerate?

Yes the slivers can regenerate. Unless an effect specifically states that the creature cannot regenerate, example, incinerate or Wrath of God, then you may regenerate the creature. Targeting doesn't matter in this case, what matters is what is being destroyed.
