Can you own a handgun at 18 as Active Military?

Everything depends on where you live. Here, we can carry handguns as civilians with a permit. My hubby has a handgun that he carries on him at all times. He is active duty. We live in off base housing. Even living on base, you can own one, but it has to be kept in the armory if you live in the barracks.
